East of England Strategic Health Authority (“the SHA”) is seeking a partner from within the NHS, or from the independent or third sectors (or a combination of them) to provide a range of modern acute hospital services at Hinchingbrooke hospital.
It is proposed that the services will be provided under an innovative operating franchise agreement whereby full operational risk and responsibility would transfer to the franchisee whilst NHS assets and staff would be retained by the Trust.
The delegation of the Trust’s functions to the Franchisee Bidder will require authorisation by the Secretary of State using an Intervention Order under section 67 of the NHS Act 2006.
